Summary
The following error will occur when saving a Knowledge Article after adding a Category when a workflow fires an immediate Knowledge Publish Action:

Repro
1. Create a workflow rule that fires an Immediate Knowledge Publish action upon save.
2. Ensure you have a test Knowledge User (non admin) that has access to the Article Type as well as a Data Category.
3. Login as user that does not have Modify All Permissions and access a test article.
4. Edit the test article and add a category to it and then save.
5. The Following Error will display:

Workaround
Setup the workflow rule to fire the Knowledge Publish action as a Time Delayed action which will allow the Save to go through.
