Managed Package upgrade fails due to subscriber deleting a report

Package subscribers are able to delete reports that are referenced in Lightning Pages which causes package upgrades to fail.
1. Subscriber installs a managed package
2. Subscriber deletes a report from the managed package that is referenced in a lightning page
3. The subscriber receives errors when attempting to upgrade the package
The package publisher needs to create the component again, such as through cloning, and update the reference on the Lightning Page to the new component.
