Summary
The Winter '19 release included the ability to Search List Views.

However, due to the unique architecture of Lightning Knowledge it's a currently known feature limitation for Knowledge list views to not include this new feature.
This Known Issue has been published to track the required work for the technology teams to add the "Search this list..." option for Lightning Knowledge list views with a future release.
Please consider promoting the following Idea in the Trailblazer Community for the Product Team and exposure to the larger Salesforce audience:

Repro
Navigate to any Knowledge list views in Lightning Experience.
Actual Results: Knowledge list views in Lightning Experience do not have the List View Search capability.
Expected Results: The "Search this list" or list view search feature would be present for Lightning Knowledge list views or this limitation would be documented accordingly.
Workaround
None at this time.
12/16/2021 - The reference # for the related work item to track the team's potential implementation of this with a future release has been updated from W-5152312 to W-8100649.
Note: This feature is not yet available however, if your organization has altered the API Name for your Lightning Knowledge object from Knowledge__kav to a different value, the list view search feature on Knowledge home will be exposed unintentionally. Please keep in mind the feature has not been fully implemented and released for production so users may find the list view search for "Recently Viewed" and "Draft" articles does not currently work as expected.
