Translation workbench bypasses validation error on values over 40 characters

Summary
When a translation value exists that is over 40 characters, when you edit the value in the User Interface, the system allows you to save the changes even if the value remains over 40 characters.
Repro
In Aloha or Lightning
1. Using translation workbench import functionality, import a value over 40 characters, or use an existing value over 40 characters
2. Go to the value over 40 characters and remove one character from the value, as long as it remains above 40 characters
3. Save
4. You will notice that the value saves even though it is over 40 characters
5. If you try to create a new value over 40 characters in the UI, you will get a validation error
