Translation Workbench import does not check for values over 40 characters

Summary
When using the import functionality of Workbench, any values over 40 characters are not checked and the system allows them to be entered in as a valid label. The maximum limit enforced by the User Interface is 40 characters
Repro
In Aloha or Lightning
1. Go to Setup > Translation Workbench > Import
2. In your file, change a Value Label for something such as Global Value Set for any language to a value over 40 characters
3. Import file
4. If you navigate to Translation Workbench and view the value you just updated, it will show, even though it is over 40 characters
