Lightning Experience: User is removed from report subscription when subscription is saved

In Lightning Experience, either of 2 specific users are getting removed from the report subscription when the subscription is saved. The issue is occurring when the users have almost identical IDs.
1. Create 2 users for which system generated id is something like 005xxxxxxxxxxxxxR and 005xxxxxxxxxxxxxr (Only case difference in last letter and 'x' here is anything).
2. Create any lightning report.
3. Click the subscribe dropdown and select both these users in subscription list, hit 4. Save.
5. Again click the subscribe dropdown to see the subscription list.
You will notice one of the user dropped from the list.
Clone the report and subscribe one affected user to the cloned report.
