Summary
Duplicate Task assignment notification is sent to record owner when ownership is updated through Process builder in Lightning.
Repro
1. Enable Lightning.
2. Enable perm "Enable User Control over Task Assignment Notifications" under Activity setting : Go | Setup | under Quick find box, type "Activity Setting".
3. Create Process/Flow to change record ownership to different User (other than logged in User).
4. Login as the another User (defined in the process builder field update/Flow) and ensure that checkbox "Email me when someone assigns me a task" is enable under Person Setting. Login as another User | Click on Name | My Setting | Calendar & Reminder | Activity Reminder | Enable checkbox "Email me when someone assigns me a task".
5. Switch to Lightning | Create the task that meets the criteria of process/Flow, you will get 2 duplicate email notification.
Workaround
Please create Trigger to update ownership. If record ownership has to be changed to static user, please creation Workflow field update.
