The Subscribers tab/page (/subOrgLogin.apexp) takes a long time to load on cold cache

On cold cache the Subscribers tab/page takes a long time to load and might time out.
1. Open an Account
2. View All related Licenses
3. Click on current license
4. Click "Log Into Subscriber Console"
Expected Result: Page should load with minimal delay
Actual Result: Page takes 15+ minutes to load on cold cache
Reload the page several times until cache has warmed up.
