Unable to convert field type from Picklist to Picklist(Multi-Select)

When we try convert a picklist field from Picklist to Picklist(Multi-Select) we get an internal server error or a failed to complete email.
1) While logged in as a system administrator
2) Go to a custom picklist field and edit
3) Choose to change the field type to Picklist(Multi-Select)
4) It will either fail right away or you will receive a failure email
Step 1. Spin up a new Sandbox org with no data in it.
Step 2. Make the change to the problematic field (should update quickly as there is no data in the org)
Step 3. Change set this from this Sandbox into the other Sandboxes and Production Org.
