Editing an article returns "The page you attempted to access has been blocked due to a redirection to an outside website or an improperly coded.."

Editing an article with multi-byte character in URL_name from knowledge tab results in an error :
Invalid Page Redirection
The page you attempted to access has been blocked due to a redirection to an outside website or an improperly coded link or button. Please contact your salesforce.com Administrator for assistance. For more information, see Insufficient Privileges Errors.
1. Create a knowledge user
2- Enable Knowledge (if not already enabled) via Setup > Build > Customize > Knowledge > Knowledge Settings.
3- Go to the Knowledge tab and create a new Article.
4- In the 'URL Name' field, enter some multi-byte characters.
5- Save and Publish the Article.
6- Open the Article and click Edit.
7- Click Save to save a Draft of the Article.
8- Go back to the Article detail page and attempt to click Edit again.
9- You will receive the 'Invalid Page Redirection' error.
The temporary workaround could be to remove the parameters appended to the url after the knowledge article id.
This will unblock the user in editing the draft article.
