Files shared via link cannot be viewed and downloaded

When you share files via link, the link opens up a black page and doesn't show the file, or offers the option to download the file.
1. Log in to your org, switch to Classic and go to the Files tab.
2. Click on a file name.
3. Click on "File Sharing Settings" and select "Share via Link".
4. Copy and paste the link in to an other browser. The image and the "Download" option will not be available and it should be. It shows only a black screen.
Open the file by opening the URL in a browser, using incognito mode.
