Home page fails to load in Partner Central Communities migrated via Change Set

Summary
In Summer '17 we've introduced the ability to move Communities between orgs using Change Sets.
However, when a Partner Central template Community is deployed via a Change Set, its Home page’s audience value will be set to ‘None’. As a result, no page will be selected when opening the Community in Builder and nothing will load, and if the Community is then published, attempting to access it will throw an Internal Server Error with the ID (-156099904).
Repro
1- Create a 'Partner Central' template Community with the same name in two Summer '17 Sandbox orgs that have a deployment connection.
2- Open each Community in the Community Builder and click the 'Publish' button in the upper right to publish the org.
3- From Workspaces, open the 'Administration' area for both orgs, and Activate the Communities via the Settings tab.
4- Create a Change Set in the sending org and include all dependent components.
5- Upload the Change Set in the sending org.
6- In the receiving org, deploy the Change Set using the default test option.
7- After the deployment is complete, open the Community Builder in the receiving org.
8- Confirm that no page is selected and nothing loads.
9- Select the Home page and click on the gear icon to open Page Properties.
10- Click the Page Variations tab and observe that the page’s Audience is set to ‘None’.
11- Publish the Community and open its URL.
12- Observe an Internal Server Error.
Workaround
Change the Home page's Audience value to default and republish the Community, if necessary.
