"The value of a parameter contains a character that is not allowed" error occurs when non-English customer attempts to use Content Delivery

When non-English users attempt to use Content Delivery, they are encountering the followings error message.
# Actually this message is displayed as non-English translated message.
The value of a parameter contains a character that is not allowed or the value exceeds the maximum allowed length.
Remove the character from the parameter value or reduce the value length and resubmit. If the error still persists, report it to our Customer Support team.
Provide the URL of the page you were requesting as well as any other related information.
1. Login to Salesforce with non-English language session
2. Open Content record
3. Click [Delivery Content] button
Only changing language session from non-English to English is workaround right now.
