Enabling Topics for objects results in "bad value for restricted picklist field" errors

Summary
Administrators may encounter the following error when attempting to enable Topics for objects:
bad value for restricted picklist field: <Five-characterLocaleCodeHere>
Where "<Five-characterLocaleCodeHere>" may be a value such as en_IE as outlined in the documentation here:

Repro
1. Signup for a DE org using the following details here:
https://developer.salesforce.com/signup
Country: Ireland
Postal Code: D02 AF30
2. Once the org is created login.
3. Navigate to Setup, | Customize | Topics | Topics for Objects and disable Topics for any object and then attempt to re-enable it.
Actual Results: You're presented with the following error in the UI:
Master Language: bad value for restricted picklist field: en_IE
Expected Results: Administrators would not encounter the system validation message above and be able to save Topic changes successfully.
