Batch Apex jobs stuck in "Holding" status in Flex queue

Upon submitting a batch Apex job if Apex flex queue is used some of these jobs may get stuck in Holding state and cannot be aborted.
Contact support so they can identify if the stuck jobs are related to this known issue. If they are they can removed by support to allow for jobs to start processing normally again.
