Unable to delete a global picklist value. Error: ""The picklist value you attempted to delete is the last value for the following record types"

Summary
When trying to delete a global picklist value, you may receive the error below:
"The picklist value you attempted to delete is the last value for the following record types. This picklist must contain at least one value. Either add another value to the picklist or to the following record type."
You will receive this error if the global picklist value was used in a picklist field for a specific record type type and the picklist field was removed from the object without removing the value from the record type.
A Physical Delete in the org won't solve the problem.
Repro
1. Create a Global Picklist Set.
2. Add values to Global Picklist Set.
3. Create Picklist Field using Global Picklist Set.
4. Use values from Picklist in a Record Type.
5. Delete Picklist.
6. Attempt to delete Values from Global Picklist Set.
Workaround
There is no workaround.
