Both the “Customize Application” and “Modify All Data” perms are required to access and edit Email Deliverability settings.

According to the Configure Deliverability Settings help document, only the ‘Customize Application’ user permission is required to configure email deliverability settings.
However, in practice we have found that in addition to the “Customize Application” perm, the “Modify All Data” is also required in order to access the Email Administration > Deliverability menu. If one of the two perms is not enable for a profile, users with that profile will get an ‘Insufficient Privileges’ error message.
1- Create or edit a custom profile.
2- Do not enable either “Customize Application” or “Modify All Data”.
3- Navigate to Setup > Administer > Email Administration and confirm that the ‘Deliverability’ option is not even available.
4- Edit the same profile and enable only the “Modify All Data” perm.
5- Navigate to Setup > Administer > Email Administration and confirm that the ‘Deliverability’ option is still not available.
6- Edit the same profile again and enable only the “Customize Application” perm.
7- Navigate to Setup > Administer > Email Administration and confirm that the ‘Deliverability’ option is now available. However, if you attempt to open it, you will get an “Insufficient Privileges” error message.
8- Edit the same profile again and enable both perms.
9- Navigate to Setup > Administer > Email Administration > Deliverability and confirm that the page can be accessed without error, and configuration changes can be saved.
No workaround at this time.
