Summary
When attempting to update a subfolder name under the Shared Data Extensions folder via a SOAP API call to a name that is already in use by another subfolder, the error "Folder Name already exists. Please select a different Name" is returned. The same operation can be completed via UI.

Repro
-Created two folders and sub folders in Shared Data Extensions in Email Studio with different names, such as the below:

Shared Data Extensions > Dev01 > Test1
Shared Data Extensions > Dev02 > Test2

-Try updating the name of folder Test2 to Test1 via API call. Error is observed.

Workaround
Rename the folder utilizing the UI.
