Lightning and Classic UI - Unable to export reports “Export Details”

Some users are receiving a message when attempting a "Details Only" report export:
"Exporting Another Report. Export this report after the other report finishes exporting."
This message is a result of the enforcement of 1 concurrent report export per user and is expected if a second report export is initiated when one is in progress. However, some users are receiving this error even though they do not have another report export in progress.
In Lightning Experience:
1. Open a report
2. Click the down arrow at the far right and select "Export"
3. Choose "Details Only"
4. Click Export
5. Repeat steps 1-4
Note message: "Exporting Another Report. Export this report after the other report finishes exporting."
Formatted reports are not returning this error.
The following best practices will help avoid this error with Details Only exports:
*Don't double click export buttons, it will initiate two requests and your second request will hit the concurrency limit.
*Running long running exports should be spaced out so as not to conflict with other attempts
*Using automation to retry export requests is not advised due to the concurrent limit of one export per user.
*Sharing logins is not advised and explicitly against our Terms Of Service - doing this will increase your chances of hitting the concurrency limit.
*For automated/programmatic behavior we recommend utilizing the Reports API and for larger data exports utilizing the SOAP and Bulk API is the recommended approach for data exports.
