Not Sent not populated in Email Analytics in Journey Builder when other activity not present

Fixed in version Marketing Cloud Release March 2020
When an Email Send Activity in Journey Builder contains only errors with no successful sends, Email Analytics will not populate a total for Not Sent under Total Attempted in Inbox Performance.
-Create a sendable data extension containing a single record
-Add that single record to a suppression list
-Create a Journey targeting the data extension, create an email send activity that uses the suppression list from the previous step.
-Activate the Journey, observe that nothing is added to Not Sent in Email Analytics after the contact completes the Email Activity
Run a Tracking Data Extract with the Not Sent option specified
