"Email Verified" is set to false for valid users after a sandbox refresh

The verified email is being reset in a sandbox refresh. This is causing issues with an admin user using login access to test emails through those users because of a security update in Summer release. Unverified emails under login access will fail out as a permissions issue and Community Admin can no longer properly test community users in sandbox.
Update # Issue is observed for Internal User as well
- Log in to a recently refreshed sandbox
- Go to a community user contact record
- Log in as the community user.
- Go to an example record, like a contact, and send an email.
-- Notice the privileges error even though proper email permissions are assigned.
Create a new community user with a valid email address under the refreshed sandbox and verify the email for the new user.
For Internal Users, Please verify Email ID by changing the Email
