All Sharing records are copied to Partial and templated sandboxes regardless of objects selected, which may prevent sharing rule recalculation.

Currently Partial and templated Full sandbox copies will copy all Sharing rows from production, including those for objects not included in the template. This does not inhibit most sandbox operations but, in the case of very large organizations with complex sharing it may cause it to be impossible to recalculate sharing rules, it will stay in an "in progress" state.
Reproduction is highly dependent upon organization shape, typically affected organizations hitting this have extremely large sharing tables(50-100 million+ rows). If a sharing recalculation in the above sandbox types appears to be running for an abnormally long time then log a case with support.
None other than to use a normal Full sandbox.
