[Winter '20] Hover Panels within Pinned Regions Appear Clipped in Lightning Console Apps

In a Lightning Console App, hovering over links that are between (or next to) the boundaries of a Pinned Region may result in a hover panel that appears clipped / truncated. In some cases, the resulting hover details may fail to load or "flicker".
Note: This behavior may occur across entities when hovering over links in various components.
1. Create a Lightning Console App.
2. Launch the App and select an entity, such as Accounts.
3. Edit the Account Record Page:
-- Change the Template to include at least one Pinned Sidebar.
-- Add the 'Related List Quick Links' component to the page, next to the Pinned region.
4. Save the changes (Activate, if needed).
5. From the Console app, open an Account in a workspace tab.
6. Hover over a Related List Quick Link.
The hover panel for the quick links will be fully visible.
The hover panel may be clipped, seeming to extend "behind" the pinned region(s) --or-- may flicker during its attempt to load.
There are a number of workarounds:
Option 1: Click directly on a Quick Link (instead of hovering) to display a fully functional page with details.
Option 2: Change the Template for the Record Page to *temporarily* remove Pinned Regions.
Option 3: Temporarily direct users to non-Console apps.
