"Add to Campaign" returns error when Row Count is not included in report

When clicking the "Add to Campaign" button on a report that has no grouped fields or has Row Count is toggled off, the below error message will occur:
"This report returned no records. Please change the report filters or run a different report before adding members."
1. Create a report on Leads, Contacts, or Person Accounts.
2. Avoid adding a grouped field to the report or toggle Row Count off.
3. Save and run the report.
4. Click the "Add to Campaign" button.
5. Observe the error message.
Add a grouping to the report and toggle Row Count on.
