Login links from Daily Digest emails display a 'Page doesn't exist' error in Lightning Console apps

In Daily Digest emails, a link is provided in text similar to the following:
'To change or turn off <your org's> emails, use your registered username to log in.'
When 'log in' is clicked, users of Lightning Console apps will encounter a 'Page doesn't exist' error.
1. Switch to a Lightning Console app in your org.
2. Access a Daily Digest email, and click the 'log in' link.
Expected results: Personal email settings are displayed.
Actual results: 'Page doesn't exist' is displayed.
The user can switch to a non-console navigation app, or access their email settings manually.
