Account Owners not able to view accounts due to insufficient privileges error

Standards users are not able to view accounts that they own in one UI (standard or lightning) but they can in the other.
For example, users may be able to view accounts in classic, but not lightning. Or, the account owners can view the accounts in lightning but not classic.
1) Login as a standard user in Classic (or Lightning depending on how this presents itself)
2) Click on an account you own
3) insufficient privileges
Remove the community member related list from the page layout or use the UI that does not present the error.
