Standard license User can't access to records when records are shared with All Internal Users in Scratch org

When sharing the private object records with "All Internal Users" in Scratch org, Salesforce Platform/Salesforce User can't see the records.
1.Create a Scratch Org.
2.Login to the Scratch Org.
3.Create a Standard Platform User.
4.Set the Organization-Wide sharing settings for the object such as Account to be Private.
5.Create a record for the object.
6.Share the record with All Internal Users.
7.Standard Platform/Salesforce User can't access to the record.
