Lightning Pages are not always reflected as assigned to a Custom App when accessing Account record page in Orgs with Person Accounts enabled

When assigning Lightning pages based on account record types to a custom lightning app, an account record may display an incorrect page assignment although the assignment appears to be correct in Setup. This intermittent issue that may occur with some custom apps but not all, in the same Org where person accounts are enabled.
Org Setup & Steps to Reproduce:
Enable Person Accounts
Create Custom App called Custom Accounts App and assign it to the System Administrator Profile
Create record type called Public Sector on Account Object
Create Account Record page and assign it to Custom Accounts App for the record type Public Sector for the System Administrator Profile
1.Login as Sys Admin
2.Navigate to Custom Accounts App from App Launcher
3.Click on Accounts Tab and select Account Record and note Public Sector is value in record type field
4.Go to the Gear option and click on Edit Page.
Note that you are navigated Account Record Page in Lightning App Builder rather than the Public Sector Record Page
5. Navigate to Setup>Object Manager>Account> Lightning Pages> View Page Assignments
6. Select App> Custom Accounts Apps, Select record type > Public Sector, Select Profile> System Administrator
7. Note that assignment is correct although page layout is defaulting to Account Record Page rather than Public Sector Record Page.
