After Summer’19 using Lightning, validation rule error message on a read-only field is not displayed when inline editing a custom object record in Lightning.

2.Set Field Level Security A as editable and B as read-only.
3.Create validation rule on A
-Set error condition as ISBLANK( A)
-Set any error message.
