Some Person Accounts/Contacts are not accessible in a recently refreshed sandbox.

Due to changes made while a sandbox copy is in progress Accounts or Contacts related to Person Accounts may not entirely be copied to a new sandbox. This is typically due to the record being created after one table is copied but, the other has not yet finished resulting in the Contact for example being copied but, not the related Account. There may be other causes as well but, this is the most common.
These records may be accessible through the api but, they will not be accessible through the UI.
While a sandbox copy is in progress make a large number of changes in the source organization, not all will be carried over.
Exclude records created during the time the copy was processing during the query. Unfortunately it is not possible to delete these records at this time.
Minimizing changes to the source organization will also lessen the occurrence of this issue.
