Patch in a development org does not contain the translation workbench correctly

Translation workbench settings in managed package is not included into a patch correctly, when creating a patch from a main development org,
- Log into patch org
- Navigate to [Setup] > [Translation Workbench] > [Translation Settings]
- See the Languages, its unchecked and grayed out. If translation workbench are listed in a managed Package, Translation Settings is not editable to change to Active. System Administrator cannot do that too.

The root cause of this issue is still undetermined but we have created a internal tool to fix the issue.
If your patch in a development org does not contain the translation workbench correctly, please create a support case with the following information:
1. Main development organization Org ID
2. Patch organization Org ID
