Lightning Console record page continues to load upon record creation if user does not have access to record due to record assignment rules

Users who do not have access to a record will see the record page continue to load within Lightning Console due to record assignment rules.
1. Have a user who can create a record but is not a member of a queue.
2. Within Lightning Console, create a record and check the 'Assign using Active Assignment Rules' checkbox.
3. It appears that the record is created but the record page will continue to load. Users would typically see an insufficient privileges error but this will not show. The only item on the agents side to show is an 'Unable to load' message in the tab for the record, which can be confusing.
Give users access to the queue in question in order to view the record if this is required. If this is not required, the record itself creates successfully and will be assigned accordingly. Classic console can be used as well.
