UI menus in the pinned header appear behind console subtabs

Summary
In lightning experience console, the menu such as phone will appear behind the subtabs when the Pinned Header template is in used.
Repro
Setup Requirement before reproducing:
1. From lightning, navigate to Setup > Quick Find: Apps > App Manager, then click the New Lightning App button
2. Complete as follows:
* App Name: Console App
* Click Next
* Navigation Style: Console navigation
* Click Next
* Click Next (use default Utility Items)
* Navigation Items: Accounts, Contacts, Cases
* Click Next (use default Navigation Rules)
* User Profiles:System Administrator
* Click Save and Finish
3. Navigate to Setup > Object Manager > Contact > Compact Layouts, then click New
4. Complete as follows:
* Label: Contact Compact Layout
* Selected Fields: Home Phone, Phone, Mobile, Other Phone
* Click Save
5. Navigate to Setup > Object Manager > Contact > Lightning Record Pages, then click New
6. Complete as follows:
* Choose Record Page
* Click Next
* Label: Contact Lightning Record Layout
* Object: Contact
* Click Next
* Leave Console: Pinned Header selected and click Finish
7. Build the page by adding components as follows:
* In the header, drop in a Highlights Panel component
* In the left column, drop a Related List - Single component, and give it the following settings:
- Related List: Cases
- Change Related List Display: Tile
* In the centre column, drop a Tabs component.
- Click Related and drop a Related Lists component
- Click Details and drop a Record Detail component
8. Save and Activate this page, setting it as the default for the organisation.
Steps to Reproduce:
1. Go to Home > [Navigation Waffle] > Console App
2. Open Contacts > All Contacts list view > any contact
3. Once the contact is open in the primary tab of your console, click its parent account under Account Name to open it in a subtab
4. Optionally, you may need to create/open one or two other records (from within Related, say) in subtabs as well to better visualise what's to happen in step 5.
5. Click the dropdown next to Phone in the header.
