When changing owner on a custom object record, Public Groups are returned when searching queues

In Lightning, when changing the owner of a record on a custom object, Public Groups are returned when performing a lookup search for queues.
1. Create a custom object with a tab.
2. Go to Setup > Users > Queues, then create a new queue, with the supported object being the custom object created in Step 1.
3. Go to Setup > Users > Public Groups, then create a Public Group with a name that matches the name of the queue created in Step 2.
4. Create a record on the custom object and save. Change owner on the record, search queues, and note that both the queue and the group are returned.
Switch to Salesforce Classic before changing owner on the record.
