In communities, bell notifications may not always be displayed for community users even though a bell notification action has been triggered (https://help.salesforce.com/articleView?id=community_builder_enable_notifications.htm&type=5).
1. Trigger a bell notification for a community user (such as @mentioning them)
2. When the user, who should receive the bell notification, logs into the community they may not receive notification
