Sent Email not logged in Community "Activity History" when Einstein Activity Capture is enabled

Sent Email not logged in "Activity History" when sending email from partner community. This only happens for community users with permission sets "Inbox With Einstein Activity Capture" and "Salesforce Inbox". End users without those permission sets do have their emails captured in "Activity History".
Setup Partner Community where Contact object displays "Activity History"
1. Log into Partner Community (as partner user with permission sets "Inbox With Einstein Activity Capture" and "Salesforce Inbox")
2. Go to any contact record (contact must have valid email address)
3. Click on "Related" tab
4. In "Activity History" related list, click on "Send an Email"
5. Update Subject: Test
6. Update Body: Test
7. Click Send
The email is sent and received. However, the email is not logged in "Activity History", this is expected behavior.
However, Einstein Activity Capture users should see the emails appear in activity timeline, but due to this known issue, the email doesn't appear in activity timeline. If one looks at contact record outside the community (from internal app), the email doesn't show up in timeline or if "Activities" lightning component is added to community, the email doesn't show up in communities activity timeline.
Partner users without permission sets "Inbox With Einstein Activity Capture" and "Salesforce Inbox" will have Emails captured in "Activity History".
