Process Builder Error with Duplicate Management and State and Country Picklists enabled

If there is a Duplicate rule on Account and the matching rule matching the Billing State fields with State & Country picklists enabled, and a process builder process which updates account fields on create/edit, creation of a duplicate account record will fail with a "Failed to Trigger a Flow" error message.
-Enable State & Country picklists
-Create a Account Duplicate rule and matching rule matching the Billing State
-Create a Process on Account object that updates Account description on any create/update
-Now create an account A1 with Billing State CA
-Now create an account A2 with the same Billing State CA
-The duplicate rules are executed and the user is alerted about the possible duplicate records
-Click Save(Ignore Alert) button to continue
-The save fails with flow execution error
Disable State and Country Picklists
