Enable Partner User action returns URL does not exist error in template based community accessed via custom domain

When logging into the community as an accounts partner user and click on another contact record associated with that account, when you click on "Enable Partner User" it displays the error "URL no longer exists".

- Go to Contact record detail
- Click the "Enable Partner User" button
