Pencil icon not showing for eligible inline edit fields in Lightning Console with multiple console tabs

Inline editing pencil icons are not consistently showing for all editable fields while working with various object records and workspace tabs within the Lightning Service Console.
Repro
Prerequisites:
- Create enough custom case fields that are eligible for inline editing (https://org62.my.salesforce.com/kA030000000PDG2) so that it requires you to scroll down to view all of the case fields via the Case Detail page.

- Edit the Case Record Page using the Lightning App Builder and change the Default Tab in the Center column to: Details

1. In Lightning open the Service Console App and select Cases in the Object Manager and create 2 case records for testing. Case A and Case B.
2. Now open both test Case A and then Case B in the Service Console App.
3. In Chrome, right click the tab and select "Duplicate" via the browser OR copy the URL in and alternative Supported browser such as Firefox for example and paste it in a new browser tab.
Note: You want both case's workspace tabs to open in the console within the new browser tab. If only one case tab opens then close the tabs and reopen them or try refreshing the console via your browser and try opening the new browser tab again.
Actual Results: When duplicating the Tab in Chrome the Console will open Case A which loads properly, in Firefox the last case you were viewing (Case B) is opened and loads properly. However, you'll find that, if you navigate to the alternative case that's opened in the other Console workspace tab, the (pencil) icons for inline editing are only displayed for the fields that are visible on the page. If you scroll down on the record detail column of the record's page you will not see the pencil icon for the additional record fields.
Note: You can consistently reproduce the unexpected result where the inline edit icons are unavailable via the steps above but you may also find that if you close the Console's workspace tabs and reopen several case or other records, you will see that the behavior is inconsistent (sometimes they're present for all fields and other times they are not).
Expected Results: The inline editing (pencil) icons would consistently show for all eligible fields regardless of how many or which record tabs are opened in the Lightning Console.
Workaround
None at this time outside of refreshing the page to attempt showing the pencil icons.
Users should still be able to inline edit available fields properly.
