User Provisioning Requests are not created if the Admin does not have "View Setup and Configuration"

If you grant "Manage External Users" to your Sales Operations team to create partners. Partners are created from the contact record, and do not require access to the Setup hierarchy. When the team creates a partner user, they expect a provisioning flow to initiate based on the Connected Apps the partner is authorized to.
This works fine for users with "Manage User" as "View Setup and Configuration" is a dependent permission, however, does not work for users with only "Manage External Users".
1.Create a connected app and enable user provisioning. Assign the connected app to a community profile.
2.Login as a user with only "Manage External Users" perm, and not "View Setup and Configuration".
3.Create an external user and assign them the profile from step 1.
4.See that a User Provisioning Request record was not created.
