Quote PDF generation fails in Lightning Experience for all substitute user logins

When Logging in as a user as an Admin or Delegated Admin, generating a Quote PDF will fail in Lightning Experience.
1.) Log in to Salesforce
2.) Go to Setup>Manage Users>Users
3.) Log in as a User who has access to Opportunities and Quotes.
4.) Navigate to an existing Quote or Create a New on in Lightning Experience
5.) Click the "Generate PDF" button
6.) Click "Save to Quote" or "Save and Email Quote"
7.) Observe Failure
Switch to Salesforce Classic or avoid using a proxy login to generate PDFs.
