Rich-Text Editors are disabled when LockerService is enabled for sandbox and DE orgs in Spring '17.

When LockerService is enabled for sandbox and DE orgs, rich-text editors are disabled and rich-text fields are read-only. You can switch to Salesforce Classic to perform many of the tasks that use rich-text editors or fields, unless mentioned otherwise. Your Salesforce admin can also deactivate LockerService in Setup to remove this limitation in Spring '17. This limitation only impacts sandbox and Developer Edition (DE) orgs, and does not impact production orgs. Rich-text editors and rich-text fields in production orgs continue to function normally even when LockerService is activated.This limitation will be removed before LockerService is auto-enabled in Summer '17. In Spring '17, the LockerService critical update enables your admin to test LockerService and Content Security Policy updates in its entirety in sandbox and DE orgs. This enables yours orgs to achieve compliance before LockerService is auto-enabled in Summer '17.
1) Log in to your sandbox or Developer Edition org.2) Activate the LockerService critical update from Setup.3) Access any record with rich-text fields.4) Edit the record.5) The rich-text fields are disabled and the following message will be displayed:“Rich-text editing is disabled because the LockerService critical update is activated. Your Salesforce admin can deactivate the LockerService critical update in Setup.”Similarly, you won't be able to use rich-text editors in other features, such as writing a post in the Chatter publisher or sending rich-text emails from a record. For all impacted features, refer to the Spring '17 release notes when they are available on December 19, 2016.
This limitation will be addressed before LockerService is auto-enabled during the Summer ‘17 release. In the meantime, admins can disable LockerService in their sandbox or Developer Edition org. Rich-text editing in production orgs continues to function normally even when LockerService is activated.To deactivate LockerService:1) From Setup, enter Critical Updates in the Quick Find box, and then select Critical Updates.2) For the critical update labelled “Enable Lightning LockerService Security”, click Deactivate.3) Refresh your browser page to proceed with deactivating LockerService.Click the “This Issue Affects me” button to be notified when this limitation of LockerService is addressed.
