2 Factor authentication images missing from external Community user login.

Under certain circumstances, when using 2 factor authentication, a user's contexts is not passed into the system correctly. This results in the toophernotif*.png images not being loaded during the 2FA loading screen.
This does not affect the user's ability to log in to the Community. Users can log in normally, but there will be broken link images in place of the 2FA notification images.
This bug is not reproducible in all Communities. It appears random in nature at this moment. These steps will be updated if a specific circumstance is found.
Create a Community.
Create a Contact and enable them as Community User.
Download Salesforce Authenticator on your smart phone.
Set Session settings for that user as High Assurance.
Log in to the Community as that user
Add them to Salesforce Authenticator.
Log in As the user again.
