Internal Server error returned when saving a record if picklist value is no longer available and "Strictly enforce picklist values" is enabled

When saving a record, if the picklist value selected in a picklist field is no longer available because it has been removed from the record type, you will get a Internal Server Error if the "Strictly enforce picklist values" is enabled for that field. Instead, you should get an error message explaining the reason why the record cannot be saved.
The Internal Server error may contain the error id: 1061686240
1 Make sure two have record types on accounts (Like A and B)
2 Create a picklist on accounts, with the Strictly enforce picklist values checked
3 Supply minimum of two values to the picklist (Like A and B)
4 Go to record types , and make all values Selected
5 Create a account record, with record type A, set picklist value to A
6 Go to record type A, edit the list of picklist values, and move A out of the list
7 Try to edit and save the record, without editing the picklist value
