Unable to delete SSO configuration in Sandbox

Customer has a SSO config not used as auth option.
But sys admin can't delete the sso config.
When tried it gives the error:
Your organization or community is currently using this Single Sign-On Setting as an authentication method, so you can't delete it.
This issue is seen rarely with very few SBXs.
1. logged in as sys admin user
2. Go to SSO config, uncheck "SAML Enabled" and save.
