Chatter Free users cannot login to Salesforce orgs via Salesforce1 because of the following error.
No connnection is available. Check your Wi-Fi or cellular connection and try again."
This problem cannot be reproduced on purpose. But it always occurs in the error orgs.
The workaround is removing the Approval tab from Salesforce1 menu.
