Assigning Order ownership to a queue in a Workflow field update results in error when attempting to deploy via Metadata api or Change Set.

If a Queue is being assigned to the Owner field of the standard Order object in a Workflow field update that update will fail to deploy via changeset or metadata api with the following error:
Cannot assign to queues for: Order
1. Create a Workflow field update in the source org, set to update the Order Owner field to a Queue enabled for Orders.
2. Include the field update in a change set or extract via the metadata api, include the Order Queue if it does not exist in the destination.
3. Attempt to deploy it in production, the deploy will fail with the above error.
Create the field update manually in the destination or, have the update assign to a user then manually change it to a queue after deployment.
