Self-service Users are unable to login after Spring '16 update

Certain self-service users have been unable to log into the portal after the update for Spring '16.
1- Enable self-service portal and login for the portal
2- Create a contact record and enable self-service for the contact
3- Edit the self-service user and make them inactive.
4- Create a second contact with the same information as the first.
5- Enable the self-service user for the second contact and generate the password email.
6- Attempt to log in to the self-service portal.
An error will be received indicating the password or username is incorrect.
This is occurring because of the duplicate username between the active and inactive self-service user.
You will need to change the username of either the active or inactive self-service user to remove the duplicate conflict.
