'Import Data' link on Accounts home page is displayed to all users

Summary
In Spring '16, users are now able to access the Data Import Wizard via links on the home page for Accounts, Contacts, Leads, and other objects, if they have the corresponding permissions.
However, on the Accounts home page, the 'Import Data' link to the Data Import Wizard will display for all users, whether or not they have the necessary permissions to import data via the Data Import Wizard.
In such a situation, users who do not have permission to import Accounts/Contacts/Person Accounts will either:
1- See an 'Insufficient Privileges' screen if they do not have permission to import any other objects within their org.
2- Be directed to the Data Import Wizard, which will display objects that they do have import permissions on.
Repro
1- Log in as a user that does not have the 'Import Personal Contacts', 'Import Leads', or 'Import Solutions' perms enabled on their profile.
2- Navigate to the Accounts home page.
3- In the Tools section, click on 'Import Data'.
4- Confirm that you see an 'Insufficient Privileges' error message.
OR
1- Log in as a user with 'Import Leads', and/or 'Import Solutions' enabled on their profile.
2- Navigate to the Accounts home page.
3- In the Tools section, click on 'Import Data'.
4- Confirm that you are directed to the Data Import Wizard, which displays import options for the objects to which the corresponding permissions have been enabled (Leads/Solutions).
This contrasts with behavior on other objects, where the import link pointing to the Data Import Wizard only displays for users that have the corresponding import permissions enabled for that object. For instance, users with the 'Import Leads' perm enabled on their profile will see a link to the Data Import Wizard displayed on the Leads home page, while those without the perm enabled will not.
