Knowledge panel for suggested Articles and/or Knowledge custom Console Component not fully rendering in Console

Knowledge Component and/or panel for Suggested Articles takes only one third of the height of sidebar (and shows vertical scrollbar) even when the full sidebar is available for the component to expand.
1. Create a Console App that has "Include Suggested Articles from Salesforce Knowledge in Live Agent" checked
2. Go to the Console App in the UI
3. Create a new Case
Notice the Knowledge panel does not consume the full length of the panel
One workaround is to create a custom Console Component on the Page Layout and set the style to Stack. Turn off autosize components and set height to 100%, or set style to Stack and add a second component. You can also add an empty VF page and set height to 1%.
